AAUW International Fellowship for Women
American Association of University Women – AAUW International Fellowships are awarded for full-time study or research in the United States to women who are not U.S. citizens or permanent residents.
Applicants must have earned the equivalent of a U.S. bachelor’s degree by September 30, (previous year) and must have applied to their proposed institutions of study by the time of the application.

International Student Mandela Fellowship Program at Michigan State University for South African Students

Global Scholars Program at Clark University Scholarships

Who Can Apply: The program only accepts nominations from NCCA member schools. The schools nominate student-athletes who are in their final year of athletic competition and are admitted to an accredited master’s program. Schools can nominate former athletes regardless of the year they graduated. This non-renewable scholarship awards funds for one year only.

The Fulbright Foreign Student Program
Who Can Apply: To be considered for the program, postgraduate level candidates submit a statement of purpose for an individually designed research project they plan to conduct in a participating foreign country. Applicants demonstrate their ability to complete the project within a one-year timeframe. The program examines proposals in several areas, including public policy and global health.

• Richard A. Freund International Scholarship
Who Can Apply: Under the administration of the American Society for Quality, this scholarship accepts applications from students who plan to pursue a master’s degree with a focus on quality control, quality assurance, or total quality management. Applicants have a minimum GPA of 3.25. The successful candidates study at an American university or foreign school.
• Olivia James Travel Fellowship
Who Can Apply: Sponsored by the American Archaeological Institute, the program accepts applications from members of AIA in good standing to pursue a master’s degree or doctorate. Recipients use the award for travel for the purpose of research and study, with the exception of field exploration projects. Eligibility Criteria
You are eligible for Canadian citizenship if you were born outside of Canada and at least one of your biological or legal parents at birth was already a Canadian citizen when you were born. The Canadian government's formal process to find out if you are a citizen is to submit what is called a "proof of Canadian citizenship" application (also known as applying for a "Canadian citizenship certificate").
It is important to note that Canada limits citizenship by descent to the first generation born outside Canada to a Canadian parent.
You can apply for a Canadian citizenship certificate at any time of your life. You can also submit the application irrespective of whether your Canadian parent is alive or deceased.
Note that children adopted by a Canadian after they were born need to become a Canadian citizen. They are not eligible to apply for a Canadian citizenship certificate.
Canadian Citizenship Certificate Application Process
To apply for a Canadian citizenship certificate, you must download the application package available on IRCC’s website. IRCC will require evidence that at least one of your legal or biological parents at birth was a Canadian citizen. You can submit the application online on IRCC's website.
Once IRCC receives your application, you will receive an “acknowledgement of receipt” and your file will be reviewed and processed.
You can check the processing status of your application online on IRCC's website. Complex files sometimes have longer processing times. IRCC offers an urgent processing option in special cases. This provides individuals with a facilitated and expedited route if they need to access benefits such as healthcare, a social insurance number, to start a job, or in case of emergency travel to or from Canada.

Canadian Citizenship Eligibility Criteria
You need to meet several criteria to be eligible to apply for Canadian citizenship:
Be a permanent resident
Meet Canada's physical presence requirements
File your taxes (if necessary)
Pass a Canadian citizenship test (if you are between the ages of 18-54)
Prove your language skills (if you are between the ages of 18-54)
Permanent resident status
You must be a permanent resident to apply for Canadian citizenship. Your Permanent Residence (PR) card does not need to be valid at the time of your application and you can still apply with an expired PR card. Holding permanent resident status entails not being under review for immigration or fraud reasons, not being subject to a removal order, and not having unfulfilled conditions relating to your permanent resident status (e.g., you have yet to complete a medical screening).
Canada’s physical presence requirements
You must have lived in Canada for at least three years (1,095 days) out of the past five years before applying for Canadian citizenship (unless there are exceptional circumstances). Children under 18 must also have permanent resident status, but do not have to satisfy the three-year requirement.
Immigration, Refugees and Citizenship Canada (IRCC) recommends you apply with more than 1,095 days of living in Canada in case there is a problem with your calculation.
If you lived in Canada as a temporary resident or protected person before becoming a permanent resident, you can calculate some of that time towards your physical presence requirement. Each day you spent in Canada as a temporary resident or protected person in the last five years can count as a half day. You can use a maximum of 365 days as a temporary resident or protected person towards your physical presence requirement.
File your taxes (if necessary)
If applicable to you, you may need to file taxes in Canada for at least three years within the five years before you submit your Canadian citizenship application.
It may be a requirement to file an income tax return, even if you lived in Canada for only part of a year, if you:
Need to pay tax for the year
Want to claim a refund
Want to get benefit and credit payments
Pass a Canadian citizenship test
If you are between of ages of 18 and 54 on the day you signed your Canadian citizenship application, you will need to take a Canadian citizenship test. The test is 30 minutes long and contains multiple-choice and true or false questions. You can complete the test in English or French. The pass mark is 15 out of 20.
The test will ask questions on the rights and responsibilities of Canadians, Canada’s history, geography, economy, government, laws, and symbols.
Prove your language skills
Those between the ages of 18 and 54 also need to show they can speak English or French at a Canadian Language Benchmarks (CLB) level of 4 or higher. IRCC assesses your language skills in a variety of ways, such as
review the evidence you submit demonstrating your language skills
IRCC may take note of how well you communicate with citizenship officials during the application process
IRCC may assess your language skills during a hearing with a citizenship official, if necessary
One example of proof of your language skills is showing you attended a secondary or post-secondary educational program in English or French. IRCC will also accept the results of an English or French language test you completed. For example, this can have been completed as part of a language training program in Canada, or as part of your Canadian permanent residence application.
Ineligibility
Canadian citizenship will not be granted to applicants who:
Do not meet the minimum required residency days in Canada;
Cannot speak either English or French;
Do not pass their citizenship test and/or interview; or
Cannot provide the required proof of residency documentation.
There are also multiple legal and criminality issues that may make you ineligible for Canadian citizenship.
If any of the following apply to you, you may not qualify for citizenship:
You have had your citizenship taken away within the past five years;
You have been convicted of a criminal offence in the past three years;
You are in prison, on parole or on probation;
You are under removal order from Canada;
You are under investigation for, or have been convicted of a war crime or a crime against humanity.

Applying for Canadian citizenship involves a formal application to Immigration, Refugees and Citizenship Canada (IRCC), a citizenship test, and sometimes, a citizenship interview.
Canadian Citizenship Application Process
The following is an overview of the steps to take to apply for Canadian citizenship after you confirm you meet the eligibility criteria:
Submit Your Application
An application must be completed and sent to the appropriate IRCC office for review. When the application has been verified, the applicant will be sent a notice requesting that a citizenship test be taken.
Citizenship Test
Applicants between 18 and 54 years of age are required to write a citizenship test, which tests the applicant's knowledge of Canadian history, geography, political process, and the rights and responsibilities of Canadian citizenship. IRCC provides all citizenship applicants with a study guide entitled A Look at Canada. There are 20 questions on the test. The pass mark is 15 out of 20. The test generally takes 30 minutes to complete.
On the day of the test, applicants are required to bring all original documents, including immigration documents, passport, photo identification, and any other documents relevant to the applicant's permanent residence in Canada. In compliance with regulations, some applicants are also asked to appear before a citizenship judge for an interview. Interviews are generally 15 to 30 minutes in length.
Minors (under 18 years of age) are not required to sit the test.
Language Proficiency
Applicants between the age of 18 and 54 are also required to demonstrate proficiency in English or French. In order to prove language proficiency, applicants must submit one of the following documents:
Results from an approved third party test; or
Transcripts or a diploma from a secondary or post-secondary education in English or French; or
Evidence of achieving Canadian Level Benchmark (CLB) 4 or higher in certain government language programs.
Citizenship Ceremony
Successful applicants must then attend a citizenship ceremony where they receive a certificate of Canadian citizenship and officially become new Canadian citizens.
Canadian Citizenship Ineligibility
It is important to review the documents provided to you when you first became a permanent resident in order to verify that all Terms and Conditions have been met. If any of these Terms and Conditions are still outstanding, you may not be eligible for Canadian citizenship.
Additionally, you may be ineligible for Canadian citizenship if you:
have a criminal record or are facing criminal charges in Canada or outside Canada;
have been ordered to leave Canada;
have been refused Canadian citizenship as a result of misrepresentation; or
have had your Canadian citizenship revoked.

Overview of Canadian Immigration Family Sponsorship
Family reunification is one of the pillars of Canada's immigration system. Since the end of the Second World War, Canada has sought to welcome immigrants to strengthen its economy, bring families together, and on humanitarian and compassionate grounds. The family class is the second largest category of newcomers welcomed by Canada under its Immigration Levels Plan. Canada is pursuing the highest levels of immigration in its history to support its post-COVID economic recovery. As such, Canada aims to welcome over 400,000 new immigrants per year, of which, over 100,000 immigrants per year fall under the family class.
The country's immigration system is managed by the Department of Immigration, Refugees and Citizenship Canada or IRCC for short. The department was previously known as Citizenship and Immigration Canada, or CIC for short. IRCC establishes and administers Canada's family sponsorship program. This entails establishing program criteria, accepting and reviewing family sponsorship applications, and providing permanent and temporary resident visas.
What is Canadian family sponsorship?
There are two main aspects to sponsorship:
1) It allows your family member to immigrate to Canada and get permanent residence (PR).
2) It requires you, as an individual, to make a commitment to provide for basic needs and to support that person financially.

Immigration, Refugees and Citizenship Canada (IRCC) is still accepting family sponsorship applications.
While the processing of sponsorship applications has been affected by the coronavirus pandemic, the Canadian government continues to look for innovative and compassionate ways to reunite families.
Here are some of the steps that have been taken:
IRCC has increased the number of staff who will review spousal sponsorship applications by 66% to reduce wait times and process applications more quickly.
IRCC is also implementing a pilot project that will use new technology to digitize paper applications for faster processing.
IRCC has indicated that it may implement biometric facilitation measures and introduce technology to conduct interviews with applicants remotely.
If you received Employment Insurance and Canada Emergency Response Benefit (CERB), you can still sponsor your spouse, parent, grandparent, child or other family member as long as you meet all the requirements to be a sponsor.
If the person you have sponsored received Employment Insurance (EI) or CERB during the undertaking period, this will not cause you to have to default on your obligations.

Can I be a sponsor?
To sponsor a family member, you are required to meet several requirements such as being:
a Canadian citizen or permanent resident of Canada
18 years of age or older
able to support the sponsored person for several years
Who can I sponsor?
Spouses and common-law partners
Dependent children
Parents and grandparents
There are exceptions to this rule, however, and it may be possible to sponsor a non-immediate family member (for example, a sister, niece, or uncle) if:
you do not have any other immediate family members you could sponsor, or
you have legally adopted them and they meet the definition of a dependent child.
What are the income requirements to sponsor?
As a sponsor, you are required to sign a Sponsorship Agreement with your sponsored family member. This is a commitment by you to provide financial support for the basic needs (food, clothing, shelter, and health needs not covered by public health services) of the person you are sponsoring.
For some types of sponsorships, you will also have to meet or exceed the Low Income Cut-off (LICO), for instance if:
you are sponsoring a spouse or partner who has a dependent child and that dependent child has one or more children of their own, or
you are sponsoring a dependent child who has one or more dependent children of their own, or
you are sponsoring a parent or grandparent.
If you reside in Quebec, you will have to meet Quebec's sponsorship requirements and your income will be assessed by the Quebec immigration ministry.
What is a sponsorship undertaking?
You will be required to sign an "undertaking" making you legally responsible for the family member you are sponsoring. If that family member should need government social assistance, you will have to repay this money.
The undertaking will stay in effect for a period of time based on the family member you are sponsoring and will not be cancelled even if circumstances change (i.e. if the person you are sponsoring becomes a Canadian citizen, if you divorce or separate, if you have financial problems).
The length of the undertaking you will be required to sign will depend on the family member you are sponsoring and, in the case of children, their age:

For Quebec residents, the length of the undertaking also depends on the family member you are sponsoring and, in the case of children, their age:

How to Apply for Family Sponsorship
Step 1: Ensure you meet eligibility criteria to be a sponsor.
Step 2: Ensure that the relatives you intend to sponsor meet eligibility criteria.
Step 3: You will need to apply at the federal level to the Ministry of Immigration, Refugees and Citizenship Canada (IRCC) and, if you are a Quebec resident, at the provincial level to the Ministry of Immigration, Francization, and Integration (MIFI). You must submit your sponsorship application and the permanent residence (PR) status applications of your family members or relatives together. Once you have been deemed eligible to sponsor, your PR application will be reviewed.
Step 4: You will be required to pay the family sponsorship application fee.
Step 5: Send your application to the right address. You will find this information in the sponsorship guide that is available for download on the government website.
Sponsor your Wife, Husband, or Common-law Partner
Spouse or Common Law-Partner Sponsorship
If you are a Canadian citizen or permanent resident of Canada you may sponsor:
your spouse (you are legally married)
common-law partner (you are not legally married but have been living together for at least 12 months in a conjugal relationship).
conjugal partner (you are not legally married or in a common-law relationship and they are living outside Canada)
To be eligible for spousal or common-law partner sponsorship, you must:
be 18 year of age, a Canadian permanent resident living in Canada or Canadian citizen,
demonstrate that you can provide for the basic needs for yourself and your spouse or partner,
Prove your relationship with the sponsored person is genuine by providing supporting documentation.
To be eligible for spousal or common-law partner sponsorship, the sponsored person must:
be at least 18 years of age and not too closely related to you.
There are two types of spousal or common-law sponsorship applications:
Inland: The application can be made from within Canada because the person you wish to sponsor is currently in Canada. This type of sponsorship allows applicants to continue to live in Canada while their application for permanent residence is being processed.
If the application is made from within Canada, the person you are sponsoring may apply for an open work permit that would allow them to work for any employer in Canada while the sponsorship application is being processed.
It is possible for spouses or partners to come to Canada by first applying for a Temporary Resident Visa (TRV).
Outland: The application is made from abroad through an Embassy or Consulate.
In this case, the person you are sponsoring and who resides abroad will normally wait for permanent residence outside of the country but may visit you in Canada.
Sponsor your Dependent Children
Dependent Child Sponsorship
You can sponsor your dependent children, whether natural or adopted, to live with you as permanent residents in Canada.
Children must meet the following definition of a dependent child to be eligible for sponsorship:
A child is considered a dependent if he or she is not married or in a common-law relationship and is under 22 years of age.
If a child is over 22 years of age, they may be considered a dependent if they have a physical or mental condition that prevents them from being able to support themselves.
To be eligible under this program, you:
and your child abroad must be approved by Immigration, Refugees and Citizenship Canada (IRCC) to receive a visa,
must prove your relationship with the child you are sponsoring, either by a birth or adoption certificate.
Sponsor your Parents or Grandparents
Parents and Grandparents Sponsorship
The Parent and Grandparent Sponsorship Program (PGP) and the Super Visa Program are two programs that offer Canadian citizens and permanent residents the opportunity to bring their parents and grandparents to Canada.
To be eligible under the Parents and Grandparents Program, you must:
be a Canadian citizen or permanent resident living in Canada,
be at least 18 years of age,
be the child or grandchild of the person(s) you are sponsoring,
meet the Minimum Necessary Income (MNI) required for the size of their family unit and provide Canada Revenue Agency issued notices of assessment as proof,
sign a sponsorship agreement that acknowledges your promise to provide for the basic needs of family member(s) for a period of 20 years,
sign an additional agreement if you live in Quebec.
Your spouse or common-law partner can help you meet the income requirement by co-signing the undertaking.
If a co-signer is helping you meet the MNI requirements, the co-signer must meet the same eligibility criteria as you, the sponsor. In addition, your co-signer must:
not be the person being sponsored,
have cohabited with you in a conjugal relationship for at least one year.
Super Visa Program
The Super Visa program allows parents and grandparents to come to Canada on extended multiple-entry visas that can last up to 10 years in total. This program is always open, and it is possible to apply at the same time as the to PGP.
To be eligible under the Super Visa Program, you must:
be the parent or grandparent of a Canadian citizen or a permanent resident of Canada,
have signed a letter of invitation from your child or grandchild,
have medical insurance
apply for the super visa from outside Canada.
In addition, your Canadian child or grandchild will have to prove that their household meets the minimum necessary income.

Spouses and common-law partners of Canadians or Permanent Residents can get an open work permit while their inland sponsorship application for permanent residence is being processed.

The Spousal Sponsorship program is a subsection of the Family Class immigration category, under which a Canadian or permanent resident (the sponsor) may sponsor his or her spouse or common-law partner (the sponsored person) for Canadian permanent residence. Inland sponsorship is a type of spousal sponsorship available to couples who are already living together in Canada where the spouse/common-law partner has temporary status in Canada, either as a worker, student, or visitor.
Immigration, Refugees and Citizenship Canada (IRCC) aims to process applications submitted through the Spousal Sponsorship program within 12 months. The Open Work Permit Pilot Program can help to mitigate the economic and emotional hardships of a long application process by removing the need for a spouse to choose between being with his or her partner and being able to work.
An open work permit is neither employer nor job-specific and it allows the holder to work for almost any Canadian employer, without first having to obtain a confirmed offer of employment. These work permits are typically valid for two years or to the date of the applicant’s passport expiry date, whichever comes first.
This pilot program was first introduced for a period of 12 months in December 2014. It has since been extended until the regulatory changes are completed to implement the pilot as permanent policy.
Eligibility Criteria
In order to be issued an open work permit, the following criteria must be met:
A permanent residence application must be submitted under the Spousal/Common-Law Partner Sponsorship Immigration Program;
The applicant must reside at the same address as the sponsor (spouse/common-law partner);
The applicant must have valid temporary resident status (as a visitor, student, or worker); and
The applicant and the sponsor must meet all eligibility requirements under spousal or common-law partner sponsorship.

Canadian employers have certain responsibilities when hiring foreign workers through the International Mobility Program.
The Government of Canada enforces these rules to ensure the policy goals of the IMP are being achieved. While the IMP has broad economic, social, and cultural goals, the Canadian government looks to ensure that employers do not abuse the IMP at the expense of both foreign and domestic workers. Employer Responsibilities
The employer must:
arrange for workers’ compensation benefits and medical coverage when the worker arrives in Canada, as required by the province or territory;
make sure that the worker has the necessary work authorization
a Social Insurance Number (SIN) is not proof that he or she has a valid work permit;
comply with the conditions and time limits outlined in the worker’s work permit
employers are legally responsible for ensuring that these conditions are met;
remain actively engaged in the business that submitted the offer of employment for as long as the worker is employed;
comply with all federal, provincial and territorial employment laws, including laws about recruiting workers;
provide the worker with a job in the same occupation that was listed in the offer of employment;
provide the worker with wages and working conditions that meet or are better than those listed in the offer of employment;
make reasonable efforts to provide a workplace that is free of physical, sexual, psychological and financial abuse;
keep any documentation related to the hiring and employment of the worker for a period of six years after the work permit is issued; and
attend any inspection and provide all requested documentation or information.
Inspections
Employers may be subject to an inspection by an Immigration, Refugees and Citizenship Canada (IRCC) officer or an Employment and Social Development Canada (ESDC)/Service Canada officer acting on behalf of IRCC.
The purpose of an inspection is to make sure the employer continues to satisfy the conditions set out above, thereby ensuring that workers are not mistreated and that the IMP is being used as intended.
There are three reasons an employer could be selected for an inspection:
there is reason to suspect non-compliance;
the employer has been found non-compliant in the past; or
the employer has been selected randomly.
The employer who submits the offer of employment to IRCC to hire a temporary worker will be responsible for meeting the program conditions and may be selected for an inspection at any time after the first day the temporary worker is employed and up to six years after their work permit has been issued.
Employers who have retained the services of an authorized representative to submit offers of employment on their behalf are still responsible for complying with all inspection activities and requests.
If selected for an inspection, the employer must:
report at the specified time and location to answer questions;
provide requested documents as indicated in the letter received; and
attend any on-site inspections, when requested.
During an inspection, an officer may also enter and inspect any place in which a foreign national performs work and interview any foreign or Canadian workers at the worksite.
Final decision
Employers who are found to be non-compliant will receive a letter that explains the violation and the resulting penalties (outlined below).
From this point, the employer will have 30 days to respond in writing with additional information regarding the violation, the resulting penalties, or both. This may include justification for non-compliance, as well as any other factor or consideration that the employer feels is important for the officer to know before a final decision is made.
Employers may also ask for an extension beyond the initial 30 days for responding. Extension requests will be considered on a case-by-case basis.
If the final decision is a finding of non-compliance, the employer will receive a final notice, which includes information about the condition(s) violated, how the employer failed to comply, the reason(s) for the decision, the penalties and next steps to take.
Justification for non-compliance
In some cases, non-compliance may be justified. Violations may be justified if they are the result of:
a change in federal or provincial law;
a change to the provisions of a collective agreement;
a major change in economic conditions that directly affects the business of the employer,
an error made in good faith by the employer, such as an unintentional administrative or accounting mistake, and the employer later made efforts to correct it for any workers who were affected;
an exceptional and unforeseen event (ie. natural disaster); and
other similar situations.
During an inspection, and before a final decision of non-compliance is made, the employer should submit information and supporting evidence that explains how the non-compliance is justified to IRCC. If the officer finds the justification acceptable, the employer may avoid being found non-compliant.
Penalties
Employers who were found non-compliant for a violation could face a range of consequences. These are determined on a points system that considers:
the type of violation;
compliance history;
the severity of non-compliance;
the size of the business (for financial penalties only); and
whether the employer voluntarily disclosed information about possible non-compliance before an inspection was initiated.
Possible penalties may include:
warnings;
monetary penalties ranging from $500 to $100,000 per violation, up to a maximum of $1 million over one year;
a ban of one, two, five or ten years, or permanent bans for the most serious violations;
the company’s name and penalty published on the list of employers who failed to comply with the conditions (when the employer has received a monetary penalty and/or a ban);
work permit applications associated with the business being refused; and
previously-issued work permits associated with the business being revoked.
Voluntary Disclosure
Employers who think they may have violated the conditions of the IMP are encouraged to take necessary actions to become compliant and to voluntarily disclose this information to IRCC. IRCC will determine if the information received is relevant and credible, and will assess the severity of the possible violation. IRCC will then determine if an inspection is necessary. Not all disclosures will lead to an inspection.
For a disclosure to be accepted by the officer, the disclosure must be complete and, at the time the disclosure is made, the employer must not already be the subject of an IMP inspection or any other enforcement action related to an offence under the Immigration and Refugee Protection Act.
If an inspection is conducted after a voluntary disclosure and the employer is found non-compliant, the employer may face a reduced penalty or no penalty at all. In such cases, IRCC will consider a number of factors to determine if the employer qualifies for a reduced penalty, including:
the completeness of the disclosure;
whether the disclosure is truly voluntary (i.e. the employer is not already the subject of an inspection or enforcement action);
the severity of the impact of the violation on the foreign worker;
the severity of the impact of the violation on Canadian workers or the Canadian economy;
the timeliness of the disclosure; and

IEC is a program designed to allow youth the opportunity to work in Canada for temporary periods.
Youth from over 30 different countries can get an open work permit so they can work for any employer of their choice in Canada. IEC is meant to help build economic, social, and cultural ties between Canada and peer countries. This comprehensive CanadaVisa page provides an overview of how you can benefit from IEC.
Overview
Citizens of countries with a bilateral Youth Mobility Arrangement with Canada who are between the ages of 18 and 35 may be eligible for IEC work permits. Work permits issued under IEC are exempt from the requirement for a Labor Market impact Assessment (LMIA).
The LMIA is the labour market test that the Canadian government often uses to assess how the potential arrival of foreign workers may affect workers in Canada. However, International Experience Canada exists to promote Canada's economic, social, and cultural ties with participating countries. As a result, IEC participants can obtain a Canadian work permit through the following options.
Working Holiday
Participants in the Working Holiday category can receive an open work permit, valid for one to two years. Open work permits allow participants to work anywhere in Canada for almost any Canadian employer. Nationals of some countries may be allowed to stay in Canada for more or less than one year.
The Working Holiday category is for individuals who:
do not have a job offer;
want to work for more than one employer in Canada;
want to work in more than one location; and/or
want to earn more so they can travel.
Young Professionals
Under the Young Professionals category, citizens of participating countries can gain valuable international experience by working for a Canadian company. Applicants to this category receive an employer-specific work permit if approved.
This category is for individuals who:
have a valid job offer in Canada for a paid position that contributes to their professional development; and
plan on working for the same employer during their stay in Canada.
A signed job offer letter or contract of employment with a Canadian employer related to the applicant’s professional development is required before applying. The job offered must be classified as a National Occupation Code (NOC) Skill Type Level 0, A, or B.
International Co-op Internship
The International Co-op Internship category allows citizens of participating countries who are enrolled at a post-secondary institution in their country of citizenship to spend a period of time interning for Canadian companies. Applicants to this category would receive an employer-specific work permit.
This category is for individuals who:
are registered at a post-secondary institution outside of Canada;
have a job offer for a work placement or internship in Canada that is required to complete their studies;
plan on working for the same employer during their stay in Canada.
Participants must arrange co-op placements with Canadian employers before applying.
Employer-specific Work Permits
An employer-specific work permit is a work permit that indicates the name of a foreign worker’s employer, occupation, work location, along with the duration of the authorized period of work.
The IEC may allow Young Professionals and International Co-op internship candidates to work for the same employer in different locations. In order to do so, the different locations of the Canadian business must be operating under the same Canada Revenue Agency (CRA) business number, and addresses of the work locations, along with the CRA number, must be provided at the time the Offer of Employment is submitted. Further, it is critical that the occupation, duties and wages remain consistent from one location to another.
Young Professionals or International Co-op Internship applicants are required to maintain employment in Canada that is relevant to their studies, training or professional experience.
In some cases, Young Professionals or International Co-op Interns holding employer-specific work permits may request a change of employer. Prior to submitting a new work permit application, the participant must, as part of its request for a change of employer, provide the required documentation regarding the new employer and occupation. Additionally, the participant must be prepared to provide a justification, which may include reasons such as company closure. The decision to approve such a request is at the discretion of the case processing agent.
Should a change be requested after the initial work permit has been issued and during a participant’s stay in Canada, the authorized period of work will, in accordance with bilateral agreement/arrangement, be reduced by the amount of time that has already elapsed.

Eligibility Requirements for the IEC Program
Candidates must:
be a citizen (passport holder) of one of the above countries or be a resident of one of the territories that have a bilateral Youth Mobility Arrangement with Canada;
have a valid passport for the duration of their stay in Canada (the work permit issued will not be longer than the validity of the passport),
be between the ages of 18 and 30 or 35 at the time of application (the upper age limit depends on the applicant’s country of citizenship);
have the equivalent of $2,500 CAN upon landing to help cover initial expenses;
be able to take out health insurance for the duration of their stay (participants may have to present evidence of this insurance at the point of entry in Canada);
be admissible to Canada;
have, prior to departure, a round-trip ticket or the financial resources to purchase a departure ticket for the end of their authorized stay in Canada,
not be accompanied by dependents; and
pay the appropriate fees.

How IEC Works
The IEC operates on an Expression of Interest/Invitation to Apply model. Eligible candidates create an IEC profile but must receive an Invitation to Apply (ITA) before they may submit an application.
The following is a chronological step-by-step overview of how the IEC program works:
Complete the Come to Canada questionnaire and, if eligible, get your personal reference code.
Use this code to create your online account.
Complete the remaining steps in the IEC profile builder.
Submit your profile and choose the IEC pools you want to be in.
If you receive an Invitation to Apply via your account, you will have 10 days to start your application or to decline the invitation. If you accept, click the “Start Application” button in your account to start the work permit application process.
After you press the button “Start Application”, you have 20 days from that day, regardless of whether you accept on day 1 or 10, to complete, pay and submit the work permit application.
For Young Professional and International Coop categories, your employer needs to pay the $230 Employer Compliance Fee through the Employer Portal before your 20 days expire. Ask your employer to send you the offer of employment number they will get after they have paid their fees. You need this number to apply for your work permit.
Upload all supporting documents, including police and medical exam certificates, if applicable (if you don’t have the supporting documents, you can upload proof that you have applied to undertake a medical exam and that a police certificate request has been sent).
Pay your participation fee of CAD $153 with a credit card through the online payment system in your account.
For Working Holiday Category, applicants pay their open work permit holder fee of CAD $100 at this time as well.
At this point, Immigration, Refugees and Citizenship Canada (IRCC) begins its temporary work permit application assessment. IRCC may ask you to provide additional documents. This is the last chance to withdraw from IEC and obtain refunds. IRCC typically processes complete applications within eight weeks.
If the application is successful, a letter of introduction (LOI) will be sent to your account. The official name of the document is Port of Entry (POE) Introduction Letter.
This letter is to be presented upon arrival at a Port of Entry (such as an international airport) in Canada, whereupon a work permit may be obtained.
There are scenarios where Immigration, Refugees and Citizenship Canada (IRCC) may allow IEC work permit holders to extend the validity period of their work permit to reach the maximum validity period allowed within a specific category.
As a rule, no work permit extensions are authorized under the IEC program. However, IEC participants may be able to extend the validity period of their work permits beyond what was initially granted by the border services officer at the time they entered Canada. These scenarios are outlined below.

Canada is home to a wide array of diverse natural landscapes and bustling cities that attract millions of tourists each year.
Some of these tourists enter Canada as part of a guided tour group or, at the very least, use a tour bus as their mode of transportation. While these tourists can enter as visitors, what of the tour guides and the bus drivers that accompany them?

These individuals will be performing work in Canada and, as such, issues relating to Canadian work authorization may arise at the border. As far as this is concerned, certain factors can be used to assess whether or not it is necessary for the individual in question to obtain a Canadian work permit.
The first factor involves the nature of the service to be provided in Canada. If the service entails the need for the guide to be actively involved in the tour, either through the provision of information, or participation in the activities that are featured on the tour, then it is most likely that a Canadian work permit will be required. If, on the other hand, the tour guide is acting more in the capacity of a chaperone or as a figure of authority to lead the group, then a work permit is probably not necessary. In this scenario, when the guide’s role is limited to handling unforeseen incidents and ensuring the smooth progression of the tour, they can most likely receive consideration as business visitors. Generally speaking, the more dynamic and interactive the role of the tour guide in question might be, the higher the likelihood that he or she will have to go about the process of obtaining a Canadian work permit.
The second factor pertains to both the point of origin and point of termination for the tour or tour bus concerned. If the trip begins in Canada and concludes in Canada, a work permit will most likely be required. Because the individual is working exclusively in Canada, it will be necessary for him or her to obtain Canadian work authorization. This will most likely not be the case if the beginning or conclusion of the trip takes place outside Canada, for example in the U.S. This criteria is not determinative, however, as there can be interpretations of this general rule as it concerns the point of origin and point of termination.
For this reason, combined with the subjective nature of the assessment as it concerns the tour guide’s involvement in the tour, it is wise for any tour guide or tour bus driver to consult with an experienced immigration attorney before embarking on a trip that takes place at least partially in Canada.

Global tech talent are in high demand in Canada. As such, there are many different Canadian work permit options for individuals working in IT fields.
Given the importance of the tech sector to the Canadian economy, the Canadian government offers fast-tracking work permit processing to the sector. This comprehensive CanadaVisa page provides an overview of work permit options for IT talent.
Global Talent Stream
Under the Global Talent Stream, Canadian employers looking to hire certain IT professionals may qualify for an expedited and facilitated Labour Market Impact Assessment (LMIA). Examples of qualifying occupations are Software Engineers and Designers, Computer Programmers and Interactive Media Developers, Information Systems Analysts and Consultants, and Computer and Information Systems Managers.
When applying through the Global Talent Stream, employers are eligible for two-week processing of their LMIA. After the LMIA has been approved, foreign workers are also eligible for two-week processing of their work permit application.
CUSMA Professionals
Under the Canada-United States-Mexico Agreement (CUSMA), there is a list of approximately 60 occupations that qualify for a facilitated work permit called the CUSMA Professional work permit. Some of the eligible occupations relating to IT include computer systems analysts, graphic designers, technical publications writers and computer engineers.
This work permit is facilitated in that the Canadian employer is not obligated to obtain a LMIA prior to the American or Mexican Citizen applying for their work permit. Given that no LMIA is required, an employer can bring a foreign worker to Canada in less time.
Intra-Company Transferees
Intra-Company Transfer (ICT) is another work permit option that is facilitated in the same manner as the CUSMA Professional work permit, in that is that there is no LMIA required. To be eligible for the ICT work permit, the worker must have been employed with the company abroad for at least one year and there must be a qualifying relationship between the two companies (subsidiary, affiliate, parent, or branch).
Unlike CUSMA and Global Talent Stream, there is no exhaustive list of eligible occupations for intra-company transferees. Rather, there are three different categories under which a worker may qualify. The first two are managerial type positions that do not typically apply in the IT context. However, the third category is for workers who have “specialized and proprietary knowledge of the company or its products” and this is typically how IT workers utilize the ICT work permit.
As companies are constantly innovating and experimenting with new techniques to provide a wider array of products, employees can be trained and experienced in a very specific manner and in very specific domains. This could make it difficult to hire even the most qualified of Canadian IT professionals and in such cases, it would be necessary to transfer someone from abroad who is intimately familiar with the company’s proprietary systems and products. This can include, but is not limited to, Programmers and Developers who have designed a company’s software products or Computer Engineers who have designed specific programs for the company’s internal use.

Business Visitors
This broad category facilitates entry for individuals who engage in business or trade activities in Canada but will not enter the Canadian labour market. There are a number of subdivisions under this category, but all business visitors must meet the following general criteria:
There must be no intent to enter the Canadian labour market (there will be no gainful employment in the country);
The worker’s activity in Canada must be international in scope (it is assumed that a business visitor will engage in cross-border activity of some sort);
For business visitors in Canada working for a foreign employer, the following criteria are assumed:
The primary source of the worker’s compensation is outside of Canada
The principal place of employment is located outside of Canada
The employer’s profits are accrued outside of Canada
When traveling to Canada, business visitors should be prepared to present immigration officials with documentation that attests to their desired status in Canada. This documentation will vary on a case-by-case basis. Often, items such as a letter of support from a parent company or letter of invitation from a Canadian company can help to bolster one’s likelihood of acceptance as a business visitor.
Business visitors may fall into the following sub-categories:
After Sales Service
After-sales service providers may come to Canada to repair, service, supervise installers, and set up and test commercial or industrial equipment. Such services must be detailed in the contract of sale for the equipment in Canada. Individuals coming to Canada to train prospective users or maintenance staff in the operation of specialized equipment may also fall under this category.
Board of Directors Meetings
Members of a board of directors who must enter Canada to attend a meeting are eligible to do so as business visitors. Though these individuals may be remunerated for their time in Canada, this does not constitute entry into the Canadian labour market.
Employees of Short-Term Temporary Residents
Individuals who are employed in a personal capacity, on a full-time basis, by temporary residents in Canada may be considered business visitors. An example of professions that may be eligible under this category include domestic servants, personal assistants or live-in caregivers. If the short-term temporary resident, and subsequently their employee(s), extends their stay past 6 months, a Labour Market Impact Assessment and Work Permit may need to be secured for the employee(s).
Employees of Foreign Companies Contracting Canadian Companies
Situations arise in which foreign companies contract Canadian companies to provide services in Canada. In such a situation, the foreign company may wish to send one or more employees to Canada to ensure that the work is being carried out in a way that pleases the foreign company.
If an employee of a foreign company is sent to Canada for this purpose, they may be considered a business visitor provided they fulfill the following criteria:
They remain an employee of the foreign company;
They remain on the payroll of the foreign company;
The foreign company remains the beneficiary of the employee’s efforts; and
The foreign company’s principal place of business remains outside of Canada.
A business visitor in this category may remain in Canada for up to two years.
Foreign Representatives and their Family Members
Foreign representatives, as well as their personal staff and family members, may work in Canada without a work permit. Foreign representatives should be accredited by the Department of Foreign Affairs and International Trade (DFAIT). Diplomatic representatives to United Nations offices in Canada are also covered by this exception.
Family members of foreign representatives must receive a ‘no objection letter’ by the Protocol Department of DFAIT in order to work without a work permit.
Military Personnel
Military and civilian personnel in Canada under the auspices of the Visiting Forces Act may work and study without permits. The families of these individuals are also covered by these exemptions.
In addition, military personnel are exempt from requirements for a passport, from a temporary resident visa, and from foreign national medical examinations. Civilians and family members are still required to obtain these documents, if necessary.
Foreign Government Officers
Canada is party to agreements with other countries that call for international exchange of government employees. Through such agreements, foreign workers may be brought to Canada to work for a department or agency in either the federal or provincial government(s). These individuals do not work for a foreign mission or organization, and are not accredited by the Department of Foreign Affairs and International Trade (DFAIT).
Officers working in this capacity at an executive level require a contract from Canada’s Public Service Commission (PSC). Officers working below an executive capacity do not require a contract, though assignments lasting longer than three months should include a formal letter of agreement between the officer and their Canadian employer.
Family members of officers covered under this exemption will generally be issued an open work permit or be exempted from the requirement for a permit while in Canada.
American Cross-Border Maritime Law Enforcement Officers
Some cross-border law enforcement vessels are staffed by joint Canadian and American crews. These individuals work on both sides of the US/Canada border. When in Canadian territory, American crew members may fulfill their job duties without the need to secure further work authorization.
In-Flight Security Officers (IFSOs)
Foreign IFSOs are designated by foreign governments to enforce safety on foreign aircrafts. Because they are designated by a foreign government, they may work in Canada without a work permit provided that their duties do not extend beyond providing security onboard a foreign aircraft.
IFSOs from countries that require a Temporary Resident Visa (TRV) to enter Canada must secure this visa in order to perform their duties in Canadian airspace.
On-Campus Employment
A student is eligible to work on-campus at their institution of study if they meet one of the following criteria:
They hold a valid study permit; and
They are a full-time student at one of the following types of schools:
A public post-secondary institution (i.e. college or university) or a collège d’enseignement général et professionnel (CEGEP)
A college-level private institution in Quebec
A Canadian private institution authorized to confer degress
On-campus work authorization is valid for the duration of the study permit, provided the student remains in full-time studies. Employment may cover a range of standard jobs on campus. For institutions with multiple campuses, students may consider their work ‘on-campus’ if it takes place at a campus within the same municipality. An individual attending an institution with campuses in different cities is restricted to working on-campus in their city of residence.
Individuals working as research or teaching assistants off-campus as part of a research grant may be considered on-campus workers. The student must also fulfill the following additional criteria:
Be recommended by their academic department;
The work to be performed must be directed by a department head or faculty member; and
The work must take place in a research institute or program in an affiliated hospital or other research location.
Performing Artists
Many foreign performing artists may work in Canada without a work permit. However, some types of performers/performances require a Labour Market Impact Assessment (LMIA) and Work Permit.
Immigration, Refugees and Citizenship Canada (IRCC, formerly CIC) has outlined some common performers/performances and their immigration requirements:
Entry Without a Work Permit Work Permit and LMIA Required
Bands performing at bars, pubs, restaurants, etc Actors, singers, crew, etc in Canadian theatrical productions, shows, circuses
Foreign-based musical and theatrical individuals and groups and their essential crew, working outside bars and restaurants Individuals involved in making films, TV, internet or radio broadcasts
Street performers (buskers), DJs working outside a bar, restaurant or similar establishment Individuals who will be in an employment relationship with the organization or business contracting for their services in Canada
A foreign or traveling circus Performers in a Canadian-based production or show
Guest artists (not employed) within a Canadian performance group for a time-limited engagement Rodeo performers or side show workers (e.g., rodeo clowns and announcers, horsemanship or trick riding displays, ‘half-time acts’ and other specialty act entertainers)
Persons performing at a private event, such as a wedding
Artists attending or working at a showcase/workshop; which may include competing, judging competitors, demonstrating their skill, holding a class related to the showcase/workshop
Wrestlers from the World Wrestling Entertainment, Inc. (WWE) (and similar groups)
Air show performers
In addition to the above-mentioned scenarios, certain performers may work in Canada without a work permit under different sub-categories. They are:
Film producers (business visitors)
Film and recording studio users (business visitors)
Persons doing guest spots on Canadian TV and radio broadcasts (Guest speakers)
Guest artists who have been invited to perform with a Canadian group are covered under this exception as long as their invitation is for a ‘time-limited engagement’. For the purposes of immigration, this time limit is usually no more than two weeks, though flexibility is permitted. A guest artist who is invited to rehearse and perform for a longer duration of time, such as a performance season, will require a Labour Market Impact Assessment (LMIA) and work permit.
In order to work without a work permit, a performing artist should not enter into an employment situation in Canada. That is, they should not be the long-term employee of a Canadian organization, individual, or establishment.
Athletes and Team Members
Professional or amateur athletes may travel to Canada to participate in sports activities or events in Canada either individually or as part of a team. Likewise, foreign coaches and trainers of foreign athletes, as well as other essential team members, may travel to Canada to participate in events.
Immigration, Refugees, and Citizenship Canada (IRCC) gives the following examples of individuals who may be eligible under this exemption:
Amateur players on Canadian teams
Foreign pet owners entering their own animals in a show
Jockeys racing horses from foreign-based stables
Race car drivers
Individuals attending professional team tryouts
Foreign team members participating in a competition in Canada
Grooms or team support members
Full or part-time coaches and trainers
The spouses of professional athletes are eligible for a Labour Market Impact Assessment-exempt work permit for their time in Canada.
News Reporters, Media Crews
News reporters and their crews who come to Canada in order to report on events in the country may do so without a work permit. These can include journalists, provided the company they work for is not Canadian. However, this does not include managerial or clerical personnel unless these individuals are covering special events that will last for six months or less.
Generally speaking, media crews who come to Canada to produce travelogues, documentaries, etc are required to secure work permits. However, such decisions are left to the discretion of the Canadian Visa Officer reviewing their application.
Public Speakers
Guest speakers at events, commercial speakers and seminar leaders can present in Canada without needing a work permit. For the purposes of this exemption, ‘seminar’ is defined as a small class or intensive course of study no longer than five days.
Commercial speakers in this category will have a vested interest in the event in which they are speaking. Usually, this means that they will rent a commercial space, advertise for the event, charge admission, etc. Commercial speakers who are hired by a Canadian entity must secure a Labour Market Impact Assessment (LMIA) and work permit for their time in Canada.
Convention Organizers
This category covers individuals who come to Canada to organize a convention or conference, as well as the administrative support staff of the organizing committee. These events may be corporate meetings, trade shows, exhibitions, etc. Hands-on service providers, such as audio-visual specialists, are not included in this category.
Convention organizers who have been hired to perform work for a Canadian event are not eligible to work without a work permit. Immigration, Refugees and Citizenship Canada (IRCC) defines a ‘Canadian event’ as one that is held by an organization located and actively doing business in Canada.
Individuals attending conferences and meetings are considered business visitors and are exempt from the requirement for a work permit.
Clergy
An individual who preaches, oversees religious services, or provides spiritual counselling as a profession may work in Canada without a work permit. Individuals may be ordained ministers, laypeople, or members of a religious order. It is not mandatory that the temporary worker be part of or share the beliefs of the particular religious community where they will work. The primary duties of the temporary worker should reflect a particular religious objective, such as providing religious instruction or promoting a particular faith.
Individuals seeking entry to Canada under this exemption should provide documentation attesting to the following:
The genuineness of the offer of employment; and
Their ability to minister to a congregation (credentials, past employment, etc)
Persons who will be conducting charitable or religious work in Canada require a work permit; however, that permit is exempt from the Labour Market impact Assessment (LMIA) process.
Judges, Referees, and Similar Officials
Judges, referees, etc may come to Canada to participate in international amateur sports, artistic, agricultural or cultural events and competitions.
Amateur sports competitions should be organized by an international amateur sport organization and should be hosted by a Canadian organization. In this case, amateur is defined as a competition in which athletes are not paid to compete. Judges, referees and similar officials who will participate in professional sports competitions must receive a positive Labour Market Impact Assessment (LMIA) and work permit.
Examiners and Evaluators
Foreign professors and researchers may need to enter Canada in order to evaluate theses and projects conducted by their students. In this case, they may do so without obtaining a work permit.
Expert Witnesses or Investigators
Experts who must enter Canada in order to conduct surveys or analyses that will be used as evidence, or who will testify as expert witnesses before a regulatory body or court of law, may do so without requiring a work permit.
Health Care Students
Foreign health care students studying at foreign institutions may participate in clinical clerkships or short-term practicums in Canada without obtaining work permits. Students may be studying in fields such as medicine, nursing, medical technology and occupational and physical therapy. Such practicums should be unpaid and last no more than four months.
Foreign health care students who will be remunerated for their work, or who will spend more than four months in Canada, will require a work permit.
Civil Aviation Inspectors
Flight operations and cabin safety inspectors may inspect commercial international flights without needing a work permit. Inspectors should be employed by a recognized aeronautical authority and hold valid documentation attesting to this fact.
Aviation Accident or Incident Inspector
Accredited representatives and advisors who are assisting in the investigation of an aviation accident or incident may do so without securing a work permit. The investigation should be conducted under the authority of the Canadian Transportation Accident Investigation and Safety Board Act.
Crew
Crew members do not need a work permit if they are working on a means of transportation that is foreign-owned, not registered in Canada, and engaged primarily in international transportation. They may work in an operation, maintenance, or passenger service capacity.
Laws governing work conducted by crews on different modes of transportation vary greatly. As such, it is important to make sure that one’s work will in fact be eligible for a work permit exemption before coming to Canada.
Emergency Service Providers
Workers who will enter Canada to provide services in times of emergency may do so without a work permit. The purpose of their work should be preserving life and property in the face of natural disasters or commercial accidents.
Canada has specifically entered into agreements with the United States to facilitate the movement of emergency aid workers across the border between the two countries. These workers may be doctors or medical teams as well as appraisers and foreign insurance adjusters.
Maintained Status
Individuals may continue working under the conditions of an expired work permit (without an interim work permit), provided that they applied for a new work permit before the original expired. While waiting for a response on their application, they must remain in Canada to ensure maintained status. Once a decision has been made, the applicant may either continue working under the conditions of their new permit, or they must leave Canada.

Overview
For Canadian immigration purposes the definition of "work" is very broad and is defined as an activity for which wages are paid or commission is earned, or that competes directly with activities of Canadian citizens or permanent residents in the Canadian labour market, no matter the duration of the intended activity. Generally speaking, a Labour Market Impact Assessment (LMIA) is required, indicating that the proposed employment will not adversely affect Canadian workers. In most cases a job offer from a Canadian employer is required to apply for a Canadian Work Permit. In limited situations, Canadian immigration regulations allow for Open Work Permits, which are not employer-specific. A work permit is always temporary in nature, but can often be extended from inside Canada. Below is a guide on how you can pursue a Canadian temporary work permit.
Step 1: Employer applies for a Labour Market Impact Assessment, if necessary
The Canadian government has two categories of work permits. A work permit either needs a labour market test or is exempt from requiring it. In some cases, the labour market test is required to demonstrate that the issuance of a work permit to a foreign national will not have a negative impact on the employment and wages of workers in Canada.
What is an LMIA?
The name of the labour market test is called a Labour Market Impact Assessment (LMIA). The federal government department that oversees the LMIA process is called Employment and Social Development Canada (ESDC). A positive or neutral LMIA is issued by ESDC when it is satisfied that there is no Canadian citizen or permanent resident available to do the job. A negative LMIA is issued when it believes there are domestic workers available to do the job and hiring a foreign national will harm workers in Canada.
Typically, employers in Canada that wish to hire a foreign national are required to get a positive or neutral LMIA from ESDC. Once this is granted, the foreign national can then go to the federal department of Immigration, Refugees and Citizenship Canada (IRCC) to get their work permit. Once they get their work permit, they can go ahead and move to Canada to begin working for the employer.
Further, if the Canadian employer is hiring for a position located in the province of Quebec, the foreign worker will need to obtain a Certificat d'acceptation du Québec (CAQ) in order to work temporarily in Quebec. The CAQ application will have to be submitted to Quebec’s Ministère de l'Immigration, Francisation et de l'Intégration (MIFI) at the same time as the LMIA is submitted to ESDC.
ESDC and MIFI have made available to employers a streamlined LMIA process to fill selected positions in Quebec without having to include proof of recruitment efforts.
When is an LMIA not required?
In a limited number of situations foreign workers may obtain a work permit without the need for a LMIA. These work permits are typically referred to as LMIA Exempt Work Permits and include the following:
International agreements, such as the North American Free Trade Agreement (NAFTA), Comprehensive Economic and Trade Agreement (CETA), or Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP);
Canadian interest:
As a result of significant economic, social or cultural benefits to Canadians;
As a result of reciprocal agreements Canada and its provinces/territories have entered into with other countries, such as youth and teacher exchange programs;
To allow international students studying in Canada to fulfill academic requirements known as co-op placements;
To allow the accompanying spouses/common-law partners of certain work permit and Study Permit holders residing in Canada to work in Canada;
To allow for charitable or religious work;
In recognition that certain persons in Canada for reasons other than the above-mentioned, such as the making of a refugee claim, need to support themselves;
Certain permanent residence applicants in Canada;
Certain migrant workers and their dependents in Canada on employer-specific work permits who are experiencing abuse, or who are at risk of abuse.
Step 2: Employer extends Temporary Job Offer
Once a positive or neutral LMIA is granted, the Canadian employer must provide a copy of the LMIA approval letter along with a detailed job offer letter to the foreign worker, who will need those documents to apply for a work permit.
Step 3: Foreign Worker applies for Work Permit
With the LMIA approval letter, the job offer letter (and the CAQ if applicable), the foreign worker can submit an application for a Canadian temporary work permit to Immigration, Refugees and Citizenship Canada (IRCC). Depending on their country of citizenship, the foreign worker may need to obtain a temporary residence visa (TRV) to travel to Canada, and would therefore need to submit the temporary work permit application at a Canadian visa office abroad.
Step 4: Work Permit is issued
The Canadian temporary work permit, will be issued at the point of entry by a Canada Border Services Agency (CBSA) officer at the time the foreign worker arrives in Canada.
A temporary work permit may be issued for a period of time ranging from a few days to a few years.
Most Canadian work permits are employer specific, otherwise referred to as “closed” work permits, and are granted for a specific job in Canada. Consequently, a foreign worker may only work for the employer specified on the work permit. As such, if the foreign worker finds a different employment and does not yet have permanent resident status, the foreign worker must apply for and receive a new work permit prior to changing employers or their position in Canada.
Note that a Canadian Temporary Work Permit is for those foreign workers who plan on working in Canada for a finite period of time. To work and live in Canada on a permanent basis, foreign workers must undertake the Canadian permanent residence process. However, a temporary work permit may be a stepping stone to Canadian permanent residence. Once in Canada on a temporary work permit, a foreign worker may qualify for Canadian permanent residence under the Canadian Experience Class (CEC), through a Skilled Worker category, or through one of the Provincial Nominee Programs.

Canadian Work Permit Types
There are two types of work permit programs in Canada:
Temporary Foreign Worker Program: A Labour Market Impact Assessment (LMIA) is required for a foreign national to obtain a work permit
International Mobility Program: An LMIA is not required for a foreign national to obtain a work permit
The purpose of the LMIA is for employers to demonstrate to the Canadian government that the hiring of a foreign worker will not have a negative impact on Canada's existing workforce. The federal department of Employment and Social Development Canada (ESDC) wants to ensure that the hiring of foreign workers will not displace existing workers in Canada nor place downward pressures on their wages. Workers that need an LMIA fall under the Temporary Foreign Worker Program (TFWP).
Although the LMIA process is the rule, there are many different LMIA-exempt work permits, resulting from free trade agreements, such as the former North American Free Trade Agreement, now known as the Canada-United States-Mexico Agreement, or CUSMA. These free trade agreements enable foreign workers to apply for a work permit without their employer having to obtain an LMIA. In addition to these employer sponsored work permits, there are a number of work permit options available to foreign workers who do not yet have a job offer, including working holidays, post-graduate work permits, and open spousal work permits. Workers who do not need an LMIA fall under the International Mobility Program (IMP).
